Improve: Warn users about an URL Encoded password

Issue:
Users may attempt to connect using a password that is URL-encoded, which results in failed authentication and a poor experience.

Proposed Solution:
On connection failure, analyze the password locally. If it appears to be URL-encoded, notify the user and suggest decoding it. Optionally, we could offer to decode the password automatically.

Hello @tnaum-ms, I have dug into the repo and found the relevant error handling logic in authenticateAndConnect method of DocumentDBClusterItem.ts. I can claim this issue and add the functionality for URL-encoding check, improved error message and possibly the feature to decode it automatically.

Hi @vaibh123540, great to hear from you! This is an excellent choice and a perfect entry issue for getting familiar with our codebase. Feel free to submit a PR when you’re ready.

Our goal is to activate this feature only after a failure, then prompt the user for permission to retry using a decoded password. This should not happen automatically, as in some environments it could risk locking users out of their systems.
