Common Definitions Expansion Algorithm

After the initial design work, we should start specifying the expansion algorithm. Some initial links to be inspired from:

Some basics:

• Local form should be prioritized over the global definition
• One person should specify the algorithm and the other one should implement it. Implementation will be elsewhere to not have copyright issues and ease of fixing when going post-REC etc.
