Thanks for pointing it out. I missed that.
I don't have an environment where I can run npm at the moment, so I will address this before tomorrow's TD call.

Description of Changes
This PR reflects architecture assetions 1 and 3 described in #2151 by incorporating them into 9. Behavioral Asserions of the TD spec.
